Technical Project
Planning
Welcome to the U.S. Army Corps of Engineers (USACE) AoI for technical and systematic project planning. Systematic planning is defined as a methodical and ordered approach to planning. The USACE systematic planning process for hazardous waste and military munitions site is the Technical Project Planning (TPP) process. USACE Engineer Manual 200-1-2, Technical Project Planning (TPP) Process describes this process and provides worksheets for documentation of planning efforts. The TPP process is a four phase process that may be initiated at anytime in the project lifecycle. Brochure describing TPP Process.
In Phase I:
-Existing site
information is gathered
-A
site closeout goal is developed
-The current and
future executable stages are defined
-Project objectives
are developed
In Phase II:
-Necessary data to
fulfill project objectives is defined
In Phase III:
-Options to collect
data are developed
In Phase IV:
-Data collection
program is finalized
-Data quality
objective statements are finalized
The TPP process
encourages:
-Planning with the
site’s desired end state in mind
-Early stakeholder
engagement
-Identification of
data that will bring the site to close-out
-Consideration of
project constraints and dependencies that
may influence
project execution |

The UFP-QAPP provides Data Needs worksheets from the USACE TPP process as an option for documenting discipline specific data needs. Note, the UFP QAPP was issued by policy letters from DOD and EPA in 2005, is incorporated as a primary element of DOD Instruction 4715.15 (Environmental Quality Systems) and will soon be required for USACE HTRW/MC programs/projects upon when the revised Engineering and Design - Chemical Data Quality Management for Hazardous, Toxic, Radioactive Waste Remedial Activities ER 1110-1-263 is published.

Improving Environmental Site Remediation Through Performance-Based Environmental Management
The Triad approach uses field detection methods and on site decision strategies to expedite site closure. It is a strategy that may be identified during systematic planning.
