(RSE)
Optimization for Protectiveness
and Cost Effectiveness
Remediation System
Evaluations (RSEs) are holistic evaluations of remedies meant to
achieve a number of goals, including:
- Assuring there is a clear system
objective (an end to the project),
- Evaluating the protectiveness of the
system
- Reducing costs and optimizing the system
performance considering current conditions and new
technologies, and
- Assuring adequate maintenance of
government-owned equipment by operators.
The RSEs are
typically done by highly experienced professionals, including
environmental or chemical engineers and hydrogeologists
independent from the project. The reviews provide specific
recommendations for increasing remedy effectiveness, for
decreasing annual or life-cycle costs, for technical improvement
and operability, and for achieving site closeout. The
recommendations may represent minor adjustments in the current
maintenance or operations or may suggest entirely new
technologies. The process has been applied at over 40 Federal
sites, including sites under the control of the Environmental
Protection Agency (EPA), Department of Defense, Department of
Energy, and National Aeronautics and Space Administration. The
EPA has adopted the RSE process for optimization of Superfund
remedies financed by EPA and/or the States.

Optimization Services
As the developer
of the RSE process, the EM CX can provide the independent
expert evaluation of existing remedies. Staff members have
conducted RSEs at numerous sites (see below), and are very
knowledgeable on optimization techniques. The EM CX can
perform RSEs for much less than the typical annual cost savings
identified during RSEs. EM CX staff
include environmental and chemical engineers,
hydrogeologists, risk assessors, regulatory specialists, cost
engineers, and chemists versed in optimization. The RSEs are
typically led by an environmental/chemical engineer and a

CX Optimization Experience
The EM CX has
participated in over 30 RSEs for the Army, Air Force, EPA, the
Department of Energy, and NASA since 1998. Significant
improvements to the evaluated remedies have resulted as a
result. A representative list of sites for which RSEs have been
